What is a popular initiative?

A popular initiative is an instrument of direct democracy that allows eligible voters to put forward proposals themselves to introduce, amend or repeal laws or the Constitution. Unlike a referendum, which acts as a ‘brake’ on parliamentary decisions, an initiative acts as an ‘accelerator’ to place new issues on the political agenda.
