What was the decisive factor in Liechtenstein being chosen as the best location for philanthropy?

The Global Philanthropy Environment Index (GPEI), compiled by the Lilly Family School of Philanthropy at Indiana University, assesses the framework conditions of international philanthropy hubs every three years. Liechtenstein took first place in 2025, as it did in 2022.

Dr Thomas Zwiefelhofer is President of the Association of Liechtenstein Charitable Foundations and Trusts and a member of the Group Executive Board of the First Advisory Group. He holds a doctorate in law. From 2013 to 2017, he served as Minister for the Interior, Justice and Economic Affairs in the Liechtenstein Government, as well as Deputy Prime Minister.
