What is the Global Philanthropy Environment Index (GPEI)?

This is the world’s most comprehensive study assessing the framework conditions for philanthropic engagement. The index is published every three years by the Lilly Family School of Philanthropy at Indiana University. Liechtenstein ranks first worldwide in the latest GPEI 2025. Six factors are assessed: the legal framework (ease of operating), tax incentives, cross-border financial flows, the political environment, economic conditions and socio-cultural influences.
